Fear
Mean jelly bean is in play his psyche is higher than all enemy models within 8 inches, so all those models get fear tokens. Now does the fear only come into play when a model with a fear token attacks or does it also come into play when they are attacked as well.

While a unit has a Fear Token they are at -2 to their Target Numbers (TNs), excluding AR, until it is removed.
As far as how how this interacts with attacks, if the unit has a Fear Token on it when it attacks it will receive a -2 to it's attack roll, and MAL roll, since these are TNs. Note that PW is not a TN and thus is unaffected.
When the model with a Fear Token is attacked then usually no ill effects will happen since, as mentioned above, Armor TNs are the only one not affected. Do remember, however, should the unit have an effect such as Kaboom! or some other ability that triggers due to being attacked, it is likewise at a -2 TN! Fear causes you to handle equipment improperly!

It's worth noting when the unit gets the Fear token as well. I have played some people who want to assign the Fear Token to any unit within range when the Fear causing model moves into range, not the other when a model activates within /comes into range.
The first would actually weaken Fear, since it would give the opponent a chance to remove the Fear token before activating the Squad/Unit.

I don't believe that the MAL on a weapon is a TN. It is referred to as the "malfuction number" rather than a target number in the rule book and would not be effected by a Fear counter. The same holds true for Kaboom! It is a "Kaboom! number" not a target number.

Malfunction as well as Kaboom! rolls are Target Numbers.
A Target Number (TN) by definition is the number needed for a successful outcome on any dice roll. You will calculate the TN for anything that requires a dice roll.
There is no roll in Dark Age, save for Initiative, that does not incorporate a Target Number.
